New foreign trade business is booming

In the past decade, the foreign trade report card of the capital Beijing has been dazzling: it will break the 3 trillion yuan mark for the first time in 2021, and the import and export will continue to maintain steady growth this year. In our Beijing Tianzhu Comprehensive Bonded Zone (hereinafter referred to as "Tianzhu Comprehensive Bonded Zone"), new foreign trade formats and new reform ecology are flourishing, enriching the new connotation of the capital's foreign trade. Every day, the smart bayonet here rises and falls, and one truck after another shuttles back and forth.

Since the 18th National Congress of the Communist Party of China, the number of registered enterprises in Tianzhu Comprehensive Bonded Zone has increased from less than 100 to more than 800. In the first half of this year, the import and export volume reached 48.31 billion yuan, a year-on-year increase of 31%. Behind the data changes, the efforts and sweat of generations of customs people are condensed. In order to promote the development of the park and industry, we have introduced pre-inspection measures, in coordination with the distribution of collective reports, so that the goods can leave the area quickly and enterprises can reduce the financial pressure. With the support of reform measures, the annual amount of regulated medical devices reached 1.437 billion yuan, an increase of 10 times compared with 10 years ago, attracting many pharmaceutical companies such as Science Park, Zhifei, Johnson & Johnson, and Stryker.

With the high-level opening and high-quality development of the Comprehensive Bonded Zone, convenience measures have been introduced: smart bayonet, warehouse management and other measures make goods entering and leaving the area and storage more flexible and convenient; imported food is released after sampling to help goods quickly enter the circulation; electronic version The "Inspection and Quarantine Certificate for Entry Goods" helps enterprises save time waiting for the issuance of paper certificates; the pilot qualification of general taxpayers allows export processing enterprises to enter the domestic market unimpeded.

  With the implementation of convenience measures and the optimization of the business environment, new foreign trade formats are flourishing. In 2013, the value of goods involved in our cultural bonded business was only US$50 million. With the strong support of measures such as simplified approval procedures, identification of cultural relics entering the area, and special supervision, the value of goods involved in 2021 will reach US$262 million. The National Foreign Cultural Trade Base (Beijing) has attracted more than 20 art institutions to settle in, relying on the bonded policy to introduce excellent works of art, and organized the Midsummer Art Season event, which brought together 9 exhibitions such as "Dunhuang on the Silk Road", providing cultural support both at home and abroad. It provides a platform for art collection and exchange. In terms of R&D innovation, we have helped Beijing Medtech Medical Technology Co., Ltd. straighten out the import and export process of materials required for R&D. The company has developed 19 innovative products focusing on cardiovascular diseases.

At present, the business of Tianzhu Comprehensive Bonded Zone has expanded from the initial bonded processing and bonded logistics to new formats such as inspection and maintenance, bonded R&D, bonded exhibition, financial leasing, and cross-border e-commerce. Imports of goods account for 1/3 of the country's total.
